   JIE, Open Source and E-Government

Joomla! International Edition was originally built specifically for use in Mongolian government websites. The ministires and agencies in the government wanted a secure, open-source and easy to use CMS that could be used by people who weren't trained as webmasters. In addition, the main requirement was that the whole thing had to be in Mongolian. During the development we realized that there are many organizations, agencies and individuals around the world who need similar localized tools to help them build websites. That is why with JIE we have built in the capabilities for just about any language to be included in the package.

In addition some organizations and agencies aren't willing to invest large amounts of capital on relatively new technology, but with Open Source software, specifically Joomla! and JIE, these organizations can save money and not sacrifice quality software or usability. Although JIE isn't for everyone, we feel that a large amount of government agencies, administrative organizations and individuals who need this kind of technology can benefit greatly from it. We also hope that by spreading the word about JIE and Joomla! we also help to introduce the idea of open-source software to people who may not be familiar with its benefits.

The original Joomla! offers great support for plug-in language packs for frontend users.However JIE takes it one step further and offers the ability to plug-in languages for the administrator interface also. Prior to this, it was necessary for developers to go through nearly every core file of Joomla and translate bits and pieces which is a very tedious and time consuming process. Now all of the administrator language variables have been compiled into easy to use language packs which can be translated and plugged in to JIE to make localized Joomla! releases in just about any language. With the addition of a 3rd party language component like Joomfish, it is possible to create a fully international website!


Dynamic Language Switching

Prior to JIE it was not possible to use the administrator interface in different languages for the same site. Now it is possible for administrators and publishers to use the same administrator interface in different languages. The included Language Switcher administrator module allows administrator to change the interface to the language that they want to read. This is all done on a per session basis. That means that two administrators can be logged in at the same time, but viewing the interface in different languages. This function allows unparallel
international collaboration. When the administrator switches the language not only are just the words switched, but the appropriate language specific images are used along with language appropriate XML files for all components, mambots and modules. The administrators always still have the option of assigning the frontend of their site a “default” language. The language switcher works completely independent of the frontend language of the website.

UTF-8 compatibility

 Joomla! International Edition is about as UTF-8 compatible as possible for Joomla! All language packs and XML files are UTF-8 based which means that JIE will work with any compatible UTF-8 character set. In addition JIE installs Joomla! with a UTF-8 database and contains all of the Joomla! recommended setting and patches. That means no more worrying about weird or missing characters.


Language Specific Installations

JIE will allow the user to install Joomla! using any of the language packs provided through language switching functionality during the installation process. When a compatible language pack is used for installation, all of the tables, module names and sample data, in addition to the default site language will be installed for the desired language but still allow for the powerful language switching functionality in the administrator backend. There is no more need for separate localized releases; they can all be contained in ONE Joomla! International Edition package.

Language Sensitive Help

If a language specific help server exists, JIE will allow for language sensitive help in the backend. That is, depending on which language is selected for use in the backend, the context sensitive help in the Joomla! administrator will also be language sensitive, thus linking to the appropriate help server. The administrators can now get help in any language.


Improved PDF generation

JIE makes use of the TCPDF library for generating PDFs. We have customized the code so that the PDF generation is not only fully UTF-8 aware, but also supports images and Mambot replacements.

We have also given Joomla! a slight makeover. Joomla! International Edition has a fresh, vivid interface. In order to support different languages, the interface also needs improved flexibility so that different sized words don’t break the format of it. We have taken this into account and modified some of the interface elements to be flexible enough to support words of varying length.
